He leads the planning and delivery of facilities that support patient care, medical education, and research, with a focus on patient and family centered environments and long-term infrastructure stewardship.
Prior to joining UI Health Care, Phil led the capital program for Cook County, IL, overseeing healthcare, corporate, and public safety facilities within one of the largest public-sector portfolios in the country.
